RULES OF RACING & PARIMUTUEL POOLS

1. The Parimutuel Wagering Engine
All wagering on the Neighday World Circuit operates under the pure parimutuel system. Rather than betting against the house at fixed odds, all wagers of a specific pool type are gathered into a mutual fund. Winning tickets share the net pool in direct proportion to the amount wagered on the winning selection.

2. Scratches, Withdrawals & Refunds
If a thoroughbred is scratched by the Stewards or Track Veterinarian prior to post time:
- Straight Pools (Win, Place, Show): All wagers placed on the scratched runner are immediately marked VOID and 100% of the stake is refunded.
- Exotic Pools (Exacta, Trifecta): Any combination containing the scratched runner is refunded in full.
3. Dead-Heats & Photo Finishes
When two or more horses cross the wire with margins under 0.02 lengths, the official photo-finish camera frames are reviewed by the Board of Stewards. If a dead-heat is declared, the net pool is divided equally between the tied entrants.
4. Circuit Rest Cadence & Bloodstock Governance
To maintain biological realism across the living 2,400 thoroughbred circuit, every horse that completes a race is automatically placed on a mandatory 60-hour (2.5 day) rest cycle. Horses may not be entered into another card until their biological rest timestamp has elapsed.
